About 20 years ago I had a fellow coin collector tell me that he thought the 1954S BU dime roll was undervalued and was much rarer than supposed. His reasoning was that the 54S is the sixth lowest mintage Roosevelt dime.
The top nine are as follows (with current greysheet pricing as of 05/2015)... In comparing these prices, one point is very important. Everyone knew that the 1955 dimes were going to be a low mintage year. Consequently they were saved in BU rolls in LARGE numbers.
That is why the price for 1955PDS BU rolls are so close to silver bullion prices. There is still a huge supply. However, 1954 had almost come and gone before people realized the it had been a low mintage year. Those dimes were not saved in large quantities like the 1955's. Now they are starting to pull away.
